By the way, some parents do have one child cycle along side their parents. Not a big deal, not a fail and nothing to worry about here.
This looks like a very old photo. The cars in the background are all 80′s cars, the kids clothes and the colors of the clothes, the style of the bicycle… Nothing about this photo looks current.
I could be wrong, but I think this photo was probably taken somewhere around 1983. Helmet laws and child safety were not a big deal back then like they are now.
Those kids are probably in their 30′s and married and riding on bikes with their own kids by now.
There is nothing wrong with this photo. This is how it is done in Europe. It is an everyday occurance.

love it! I do the same thing but we ride a tricycle so we can do our shopping and the kids enjoy it
I don’t see a problem with this.
The only thing the dad could be better is to strap on some helmets.
You can clearly see both kids are in a seat. So I don’t see the issue here.

Europe: where almost no one gives a $#!+ about their children’s safety, let alone their own. (Before you ask, I lived there from ’95 to ’97.)
