I tend to agree with Plant-38. Kids really do wear the oddest things. I remember being about 6 and going over to a neighbor’s house wearing a pair of underpants on my head – because I couldn’t find my hat! I used to send a note to school with my children, disavowing any responsibility for their clothing choices.
I think if the kid dressed him/herself in a WalMart bag, got outside and started riding their bike without a parent or guardian stopping them… No, I think this is a complete parent fail. And, yes he doesn’t have a helmet, but we are obviously too shocked over the lack of clothing to even notice head gear.
I don’t believe that this child dressed himself. Just look at his hair and how patchy it is, and he has something all over his right shoulder and arm, scars? Skin disease? Impetigo ? Very sad..maybe the bag is a punishment for staining his clothes, or peeing his pants…this screams abuse!
I bet the kid pulled his own clothes off and put on the bag. Little kids do that weird stuff. My neighbor’s child would disrobe,and throw his clothes either on the roof or in the dog water bowl, then take off running down the street naked! It sometimes takes a while till that nudity taboo kicks in.

Without a back-story, there is a real possibility that kid dressed his or herself that way. Kids can come up with some interesting wardrobes.

even if the kid did dress himself there is no excuse to let your child walk out the door like this, still a parent fail if that is the case
