It’s said that if anyone involved in the care of this young girl had acted responsibly, she would undoubtedly still be alive today. Unfortunately that was not the case. CINCINNATI — A mother and a nurse were charged Thursday in the death of the woman’s 14-year-old daughter, who had cerebral palsy and weighed only 28 pounds, a prosecutor said.
A Montgomery County grand jury in Dayton indicted the mother and the nurse on involuntary manslaughter charges. Two other nurses were indicted on lesser charges of failing to report child abuse or neglect. All were being held in the county jail, prosecutors said.
“This is a tragic and sad case wherein four adults were responsible for the care of this 14-year-old special-needs girl, and they all utterly ignored and failed to do so,” county prosecutor Mathias Heck Jr. said in a statement. “The conduct of these four defendants transcends all bounds of human decency.”
Heck said that the girl undoubtedly would still be alive “if just one of these defendants had acted responsibly.”
Makayla Norman died March 1 from nutritional and medical neglect complicated by her chronic condition, the county coroner’s office ruled.
“She was the worst malnourished child this office has ever seen,” Ken Betz, director of the coroner’s office, said Thursday.
Authorities have said that the teen died minutes after paramedics rushed her to a hospital.
She had numerous bed sores and showed other signs of neglect, and the prosecutor described the home as vile and filthy.
The girl’s mother, Angela Norman, also was indicted on a felony count and a misdemeanor count of endangering children. No attorney was listed for Norman, whose age was listed as 42 in jail records.
Mollie E. Parsons, 41, of Dayton, was indicted on charges of involuntary manslaughter, failing to provide for a functionally impaired person and tampering with records. Kathryn Williams, 42, of Englewood, and Mary K. Kilby, 63, of Miamisburg, were each charged with failing to provide for a functionally impaired person and failing to report child abuse or neglect. No attorneys were listed for them.
The teen was confined to her home and was supposed to be cared for by her mother and Parsons, a licensed practical nurse whose job was to administer care for the girl six days a week, according to the prosecutor.
Williams and Kilby are registered nurses, the prosecutor’s office said. Williams was paid to supervise Parsons and visit and inspect the living conditions and do a physical assessment of the girl every 30 to 60 days. Kilby was scheduled to visit every six months to also check on conditions of the home and assess the girl’s health, needs and care, the statement said.
Children’s services had a referral on the family in September 2009, but it was unable to substantiate any allegations, Ann Stevens, a spokeswoman for the Montgomery County Department of Job and Family Services, said Thursday.
Stevens said she could not provide any additional information because of confidentiality requirements, but she said the department would have assisted the police and the prosecutor’s office in their investigation of the girl’s death.

Reading this made me physically ill. This is just completely, utterly baffling on so many levels. It beggars comprehension. How could not only a mother do that to her child, but another *not one* but TWO people stand by and watch it happen? Are some *people* really demons in human disguise?
Oh..and one other thing..Karma IS gonna’ get you monsters…
This alchoholic c**t should be sentenced to death. Twenty-eight pounds does not even sound possible. Kill this woman now (as in right now!!!!) and cane the other two. Any left wing bleedin’ heart pussies still against the death penalty? Well then, how ’bout mandatory tying of tubes?
I do not know how this happend or why, but I pray that I will never understand. Cerebral Palsey patients are not vegetables or mentally disabled, this child could probably communicate to some degree and was likely aware of being abused/neglected/tortured.
I’m also sorry to say it was probably rushing the child to the hospital that put the final nail in the coffin, sorry, no insensitive pun intended. The shock of sudden movement and people going bat shit, etc… Although justified, emotional responses have no place in emergency medical care, ask any veteran EMT or ER personnel.
If this had been a stray cat or fucking panda, PETA would have air dropped food, aid, lawyers, doctors, MRI machines, fertility drugs, pop stars, a tv crew, a new house, 52 leaked press releases and Dr. Fucking Phil. But this was a living human being who was an American. *Loud* Activists only care about the rights animals, fetuses and illegal immigrants. So fuck everyone else, right? Oh, except for Pakistan, Iraq, Isreal and Venezuela. I almost forgot, we also help those who hate us and want us to die.
The nurses sound a bit like they’re the angel of death types. Those nurses who kill patients that they feel won’t live anyway. The mom’s just a psycho.
I will say what I said about the psycho who strangled and dumped her newborn. Have the words “Child killer” tattooed on their faces where it’s always visible – cannot be covered by hair – then just let general population take care of them.

Those nurses should be completely ashamed of themselves! I’m sure the RNs didn’t really check in as they were supposed to (probably over-booked and underpaid – but that’s not really an excuse, now is it?). The LPN was just doing what she had to to be paid. Apparently that was nothing. They are all responsible, but more than anyone else, the mother is responsible. She should be confined to prison for the rest of her life. Preferably with little food and not able to move so she also develops bed sores. I have a disabled daughter, and it’s hard – but I did everything for my daughter I could, to keep her healthy and happy because while it’s not the life you dream of for yourself or your child when it’s born, it is the life you end up with. Oh, and there is that little thing all mothers are supposed to have: LOVE.
Kill the bitch.
Let’s put this in perspective, shall we? The average healthy 14 year old should weigh between 100-125 lbs. The young teen died when she weighed TWENTY EIGHT pounds.
She must have been a fighter to have survived that long. I wish she could have been saved.

Ummmm…sorry, CP would not, in any world I’M aware of, justify a “mercy killing.”
CP does not, generally speaking, condemn anyone to a meaningless life of vegitation. While the level of functional impairment varies, there are many people with CP who become computer programmers, engineers, etc.
Not that *I* personally think that someone’s functional or intellectual level brings a person to the point where the kindest thing you can do is kill them. But that’s a matter for another debate.
OK, this is so horrific, I just have to crack a joke to blow off steam…
